Parramatta Leagues submits plans for $300m ‘legacy’ redevelopment

Parramatta Leagues Club has submitted its plans for the $300 million all-hours ‘Parramatta Live’ redevelopment, creating an “unparalleled” entertainment and residential precinct in Sydney’s west.

The Club (PLC) was founded in 1956 by Jack Argent and Jack Boyle, and the ageing existing clubhouse is no longer meeting requirements.

Buoyed by recent zoning changes for North Parramatta, renewed hopes for the club’s redevelopment have now brought a DA lodged with Parramatta City Council to replace the existing club, on the site beside CommBank Stadium.

Plans outline new state-of-the-art facilities, a premium hotel, global dining options, family-focused facilities and entertainment, and over 6,000sqm of open space that will serve as a virtual “backyard” for the people.

“The vision for the PLC is to transform the existing leagues club into a world class destination for Parramatta, comprising of a modernised registered club facility with complementary land uses including recreation, food and beverage premises, health and leisure, entertainment and hotel accommodation, which will provide amenity for PLC members and the Parramatta and broader western Sydney community,” explained a Statement of Environmental Effects (SEE) provided with the DA.

PLC owns most of the site, along with Parramatta Park Trust and Venues NSW.

Construction will take place in stages, beginning with the new registered club structure for the 65,000 members, a 1000-pax theatre, and upgrades to the existing multi-level car park.

This work is slated for completion by 2028, and to ensure continuity of trading the old clubhouse will not be demolished until then, in stage two.

The second part of stage two will bring the five-level hotel tower, atop a three-storey podium. The four-star hotel, set to be on the site’s eastern boundary, will provide rooms overlooking O’Connell St and the stadium.

Beneath the hotel will be the health and leisure centre, entertainment facilities, a gym, food and beverage premises, a 450sqm youth hub and community centre, and the hotel lobby.

Stage three will replace what is known as ‘The Bronx’ unit block with two buildings, each containing 100 apartments, to complete the masterplan. This is projected for 2034.

The sweeping plans came to light late 2024, and have required close collaboration with multiple parties.

It’s posed the club, hotel and wellness centre will operate 24/7, with the f&b services open 10 am to 11pm.

PLC president Greg Monaghan says they are aiming to complement whatever sporting or entertainment event is happening in CommBank Stadium, but that Parramatta Live will be more than an event-day experience, providing every-day facilities and entertainment for both locals and visitors.

“This is more than just a redevelopment of Parramatta Leagues Club.

“Parramatta Live is a bold statement about the future of Western Sydney. It’s proof that Parramatta is a global city, and this precinct will be a beacon for sport, culture, and community.

“Parramatta Live will be a place where people come together to celebrate sport, culture, and community.

“This project is a legacy for our members, our community, and future generations.”

The seminal application will be assessed by Sydney Central City Planning Panel.
